Location:	Magicka: Mega Villains Pack. It's the default for the Coldarr robes.

• Increase base damage of any spell that uses Cold and/or Ice.
• Is immediately available as a default staff.

Cons

• Isn't as useful as other staffs.
• Only available to Coldarr Robes users.
